Summary of the day's Proceedings – Monday 6th September | ||||
The Congress commenced its initial sitting at 12 noon. An inangural address was delivered by Caval. Dott. Augusto Zucchi, President of the Council of the Royal Institution for the Deaf, Milan, and Representative of the Minister of Public Instruction for Italy. The rules for the regulation of the business of the Congress were next read, and, certain provisions therein contained, the election of officers by ballot was proceeded with. After considerable delay the following declaration was made of the result of the elections - President of the Congress: Caval. Sac. Giulio Tarra, Director of the Royal Institution for the Deaf and Dumb Poor of the Province of Milan. Vice President for Italy: Padre Marchto, Master of theInstitution for Deaf Mutes, Sienna. Vice Secretary for Italy: Padre Lazzerri, Rector of the Institution for Deaf Mutes, Turin.
Vice Secretary for France: M. Labbe Guerin, Director of the Institution for Deaf-Mutes, Marseilles.
Vice Secretary for Germany: M. Hugentobler, Director of School for Deaf-Mutes, Lyon.
Vice Secretary for the English-speaking section: Mr. A. A. Kinsey, Prinicipal of the Training College for Trachers of the Deaf, on the German System, Ealing, London. The meeting was then adjourned until the next day at 9 am. | ||||
